Investigators say the Arkansas charges stem from an incident last month in which a Gosnell couple said Nuckolls was in town to preach at a religious revival and they offered to let him stay at their house.
"It was a matter of trust because of his profession," Gosnell Police Chief Bobby Trump said.
According to Trump, the female victim told investigators she was about to take a shower when she spotted an ink pin poking out of a shaving kit Nuckolls had left in the bathroom. She discovered the pen doubled as a small video camera, and called police.
"He then gave us a confession stating that he did set that up for the purpose of videotaping the lady in the shower," Trump said. "He also admitted that he had done two others in Olive Branch, Mississippi."
